Are you building a new home? Wanting to relocate or upgrade your existing Electric Service? We want your experience with the City of Leesburg to be the best. Please follow the guidelines on the following pages, and it will make your experience the best!

New Commercial Projects- Projects within the City of Leesburg go through the development review committee. The Electric Department participates in these committee meetings. Easement requirements, transformer, and service placement, and routing for electric lines are reviewed. The electrical requirements are reviewed at the time the building permit is submitted.

New Services

The City of Leesburg would like your experience with the Electric Department be the best it can be!  We welcome new service connections to our system. The City of Leesburg Electric Department serves most of the City of Leesburg, as well as parts of Lake County and most of the City of Fruitland Park. 

Within the City of Leesburg Electric Service Territory, there are areas that are underground service areas only. No new overhead construction is permitted in areas that are currently served by underground lines.  There are areas within the City Limits that are also designated as future underground areas. All new construction in those areas are to be underground only. Contact an Electric Service Planner by email at Electric Service Planners.

Residential Services

In order to help you, The City of Leesburg will need to know some information about your new service.  In order to gather this information, Electric Service Planners will ask you to fill out a “Residential New project and contact information” sheet. This form will help us design the right size service for your project. The Electric Department may require easements for new line extensions if needed.

  • New Service-
    • In order to design a new service, the following information will be required.
      • Site plan
      • Service size
      • Square footage of home
      • Air Condition and Heat strip size
      • Copy of building permit from the proper authorities
      • Type of Service- Overhead (if permitted)  or underground
    • All Services are required to have a “main disconnect” on the outside at the meter location.
    • Contact Electric Service Planners prior to start of construction. Service Planners will guide you through the steps that will need to be taken in order to complete the project.
    • Electric Service Planners will determine the location of the meter.
    • Electric Service Planners will determine the costs for new services and line extensions.
 



Commercial Services 

In order to help you, The City of Leesburg will need to know some information about your new service.  In order to gather this information, Electric Service Planners will ask you to fill out a “Commercial New project and contact information” sheet.  This form will help us design the right size service for your project.   • New Service-

      • Quantity of Motors and  sizes
      • Copy of building permit from the proper authorities
      • Type of Service- Overhead (if permitted)  or underground
      • All Services are required to have a “main disconnect” on the outside at the meter location.
      • Contact Electric Service Planners prior to start of construction.  Service Planners will guide you through the steps that will need to be taken in order to complete the project.
      • Electric Service Planners will determine the location of the meter.
      • Electric Service Planners will determine the costs for new services and line extensions.
      • All underground commercial services are to be installed by the site contractor or electrician.
      • Electric Service Planners will determine the “point of service” for the new connection to the Electric Grid.
      • Air Condition and Heat
 

Change of Service or Service Upgrade

What is a “Change of Service” fee?  A “change of service” fee would be charged under the following conditions; The customer chooses to convert from overhead service to underground service.

  • The customer changes out an existing outdoor panel, either keeping it the same size or increasing the amperage, which requires the meter to be pulled or the service to be disconnected to perform the work in a safe manner.

Panels sub-feeding from a main panel will not be included in “Change of service” fees.  Replacement of breakers or conductors of the same size will not be included in “Change of Service” fees.

“Service Request” forms will be filled out for all “Change of Service” requests. The City of Leesburg building department will not issue permits for electrical work that falls under the above categories without a “service request” form.

All services shall have a main disconnect on the outside of the house or building for safety reasons.

If you plan on upgrading your electric service, call a Service Planner at 352-728-9786, extensions 2020, 2021, or 2026, or email Electric Service Planners,  prior to starting any work. They will meet you onsite to determine if any additional work may be required. The Service Planner will complete a &ldquo

Service Request form which will be needed at Customer Service to pay all applicable fees. The form must also be presented at the City of Leesburg Building Department to obtain a permit. fter all fees are paid, and permits are secured, the customer can call our Dispatchers at 352-728-9830 to schedule disconnect/reconnects for an Electric Service upgrade. Please call a minimum of 72 hours ahead of time to get placed on the schedule.

 

Overhead service conversion to underground service

What does it cost to convert my Overhead service to underground service?

Fees vary for overhead to underground service conversions.  The prices are based on a base charge for labor and equipment, as well as a per-foot charge for the installation of the underground conductors. Prices will depend on what type of installation method is used to install the underground cable. Certain areas may be able to be hand dug, while others have to use “trenchless technology”, like directional boring. 

Who is responsible for upgrading the meter and the can?

The customer is responsible to upgrade or change out the meter can to one that can be fed from underground. The homeowner can either hire a licensed electrician or do the work themselves. Permits and inspections are required for all work prior to reconnecting.

All services shall have a main disconnect on the outside of the house or building for safety reasons.

After all fees are paid, and permits are secured, the customer can call our System Operators at (352)-728-9830 to schedule an underground to be buried for an Electric Service conversion.

Once the underground is installed, it will be up to the customer to call and schedule the overhead service removal, and the connection of the underground service.  Please call a minimum of 72 hours ahead of time to get placed on the schedule.

The customer must have the service inspected prior to reconnection, no exceptions!


                     
Removing Electric Service and Meter

Are you relocating a mobile home and need the electric meter and service removed from the mobile? Are you tearing down a house or building and need the electric service removed?

Here are the steps to have the electric meter and service removed from the dwelling or building.
  1. Obtain a Demolition or removal permit from the Building agency that has jurisdiction (Leesburg, Lake County, Sumter County, or Fruitland Park).
  2. Contact Customer Service by phone at 352-728-9800 or in person at 501 West Meadow Street. Ask for an order to remove the ELECTRIC METER AND SERVICE. Please have the meter #(s) and address(es) of the services you want removed. Please give Customer Service a date when you would like the service removed. It may take up to 96 hours or more for a crew to be dispatched and the service removed!
  3. Customer Service will notify the Electric Department with an order for REMOVAL OF METER AND SERVICE.
  4. The Electric Department will create a work order and dispatch a crew to remove the electric meter and service.
You can call our operators at 352-728-9830 to see when the service is scheduled to be removed. Services that require removals of poles or other conductors, may take longer.
Please do not attempt to remove the electric meter and service on your own. AVOID DAMAGE AND FINES by contacting the Electric Department first at (352) 728-9830!
Meter tamper fees will be applied if the meter seal has been broken, or the service has been removed without the Electric Department removing the service.


Building Permit Required Work

The City of Leesburg Electric Department is often questioned on what type of work requires a permit. Since we work within 4 jurisdictions, the answer is not always the same.  We have contacted the individual permitting agencies and put together this information for our customers.
Here is what we were able to put together for our customers.


City of Leesburg

Permit and inspection are required for all work.
Emergency situations (after hours)
A permit and inspection can be obtained after the work is completed.
Scada will email the building department in the case of emergency reconnects.



Lake County and Fruitland Park

Permit and inspection is required:
If a service is “altered” in any form, a permit and inspection is required.
If a homeowner does any work a permit and inspection is required.
Repair work;
If a licensed electrician does any repair work, a permit or inspection is not needed.
If a homeowner does any work a permit and inspection is required.


All Jurisdictions

An inspection will not be required if an electrical service has been off for more than a year (or any amount of time).
The service personnel responsible for setting or turning on meters will have the discretion of not turning on a service if it is unsafe.
