the City Manager to execute an agreement with the Florida League of Cities to
participate in the Florida League Telecom Cost Reduction Program

Staff Recommendation:
Staff
recommends executing an agreement with the Florida League of Cities (FLC) to
participate in the Florida League Telecom Cost Reduction. The primary purposes are to discover
over-billing errors and negotiate refunds and to identify and implement cost
savings that are transparent to the user.
Representatives
from the Florida League of Cities will perform an initial cursory review of our
records, at no cost or obligation, to determine if the review will be
worthwhile for the City. If it is
determined there are real, positive savings to be achieved, the City will
authorize FLC to continue. Once the
analysis is initiated, FLC will begin a complete and detailed audit of all
telecom service billings and contracts plus a thorough review of all services
including design and configuration and deployment. FLC’s goal is to find ways to reduce telecom
expenses while maintaining the services needed by the City and without causing
any disruption of City Staff and their work.
FLC
will work with the Accounting department, as well as, the IT department, being
mindful of the many projects the departments are already juggling. The program does not guarantee savings, but
FLC has a success rate of almost 95 percent.
Options:
1. Approve the resolution authorizing the City
Manager to execute an agreement with the Florida League of Cities, or,
2.
Such alternative action as the
Commission may deem appropriate
Fiscal Impact:
The
initial review has no fiscal impact on the City. If the initial review indicates further
review, the City’s financial obligation will be on a contingency basis. If there are recommendations given the City,
and the City uses the recommendations within the subsequent eighteen month
period, realizing savings, the City will be obligated to pay the FLC 45% of
those savings.

RESOLUTION
OF THE CITY COMMISSION OF THE CITY OF LEESBURG, FLORIDA AUTHORIZING THE CITY
MANAGER TO EXECUTE AN AGREEMENT WITH THE FLORIDA LEAGUE OF CITIES TO
PARTICIPATE IN THE FLORIDA LEAGUE TELECOM COST REDUCTION PROGRAM TO DISCOVER
OVER-BILLING ERRORS AND NEGOTIATE REFUNDS AND IDENTIFY AND IMPLEMENT COST
SAVINGS, IF APPLICABLE; AND PROVIDING AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF LEESBURG, FLORIDA:
THAT the City Manager is hereby authorized to
execute an agreement with Florida League
of Cities, whose address is P O Box 1757,
Tallahassee, Florida 32302-1757, for participation in FLC’s Telecom
Cost Reduction Program.
THAT
this resolution shall become effective immediately.
