Subject:                      Public Utility Regulatory Policies Act of 1978 (PURPA)

 

 

Staff Recommendation:

City staff will evaluate four new PURPA standards that were adopted under the Energy Independence and Security Act of 2007.   Staff will present a recommendation as to whether or not to implement such standards to the City Commission at a future public hearing, the date of which has not yet been determined.

 

Analysis:

PURPA requires the City of Leesburg to consider adoption of the standards and make a determination whether or not it is appropriate to implement such standards.

 

 

Options:

1.  Evaluate the PURPA Standards and make a recommendation to the City Commission

2.  Such alternative action as the Commission may deem appropriate

Public Notice

 

The City of Leesburg hereby gives public notice that it has begun consideration of four new standards of the Public Utility Regulatory Policies Act of 1978 (PURPA) that were adopted under the Energy Independence and Security Act of 2007 (42 USC 17001) These four federal standards have been adopted under Section 111(d) of PURPA and include:

 

ˇ  Integrated Resource Planning                                              PURPA Standard 16*

ˇ  Smart Grid Investments                                                       PURPA Standard 16*

ˇ  Rate Design to Promote Energy Efficiency Investments    PURPA Standard 17*

ˇ  Smart Grid Information                                                        PURPA Standard 17*

                     * Note the standard numbers above relate to the specific subsection of the federal statute, which can be found at 16 U.S.C. § 2621(d) (16)-(18).  Confusingly, the standard numbers are repeated in the federal statute.

 

PURPA requires the City of Leesburg to consider adoption of the standards and make a determination whether or not it is appropriate to implement such standards.  Therefore staff will evaluate these standards, and will present a recommendation to the City Commission at a future public hearing, the date of which has not yet been determined.  Public comment will be allowed at the public hearing.  The City Commission of the City of Leesburg will then make a written determination on the standards prior to December 19, 2009.
