This class work under supervision on a training basis in the performance of a wide variety of routine unskilled to semi-skilled water maintenance tasks that do not require previous water experience. General work is observed and reviewed during performance and upon completion, and changes in procedures or exceptions to rules, are explained in detail as they arise. The class is responsible for maintaining logs and records, and general system maintenance. The class works according to set procedures under direct supervision. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the III level. Since this class is typically used as a training class, employees may have only limited or non-directly related work experience. Employees work under immediate supervision while learning job tasks. Weekend, holiday and after hours work may be required, as well as after-hours response and emergencies.

Apprentice – Requires a high school diploma or GED. Must obtain FDEP Class “3” license in Water Distribution within 24 months of hire, MOT Approved Certification and Confined Space Entry within 18 months of hire. Requires a valid State of Florida driver license and satisfactory driving record as a condition of initial and continued employment. Employee must live within a 20-mile radius of the intersection of Main Street and 14th Street in Leesburg due to on-call rotation requirement.

Each level below requires a high school, GED, and formal training, special courses, or self-educated equivalent to satisfying completion of one year of college educated or specialized advanced training in the Water Distribution field. Must live within a 20-mile radius of the intersection of Main Street and 14th Street in Leesburg due to on-call rotation requirement. May mentor and assist in training of less experienced operations staff. Maintain compliance using experience and best management practices. Minimum requirements are as follows:

Technician I - Requires 10,400 hours of experience in Water Distribution. Must possess a valid FDEP Class “1” license in Water Distribution at time of hire. Must obtain and maintain a valid State of Florida Class “A” CDL driver’s permit within 3 months and license within 6 months with no restrictions and satisfactory driving record as a condition of continued employment. Must have experience with underground heavy equipment such as backhoes, trenchers, and skid steers. Confined Space Entry Competency Training, Backflow Tester Certification, MOT Approved Certification.

Technician II - Requires 6,240 hours of experience in Water Distribution. Must possess a valid FDEP Class “2” license in Water Distribution at time of hire. Must have and maintain a valid State of Florida Class “B” CDL driver’s license with no restrictions and satisfactory driving record as a condition of initial and continued employment. Experience with underground heavy equipment such as backhoes, trenchers, and skid steers. Confined Space Entry Competency Training, and MOT Approved Certification. Backflow Tester Certification within 18 months of hire.

Technician III - Requires 2,080 hours of experience in Water Distribution. Must possess a valid FDEP Class “3” license in Water Distribution at time of hire. Must have and maintain a valid State of Florida driver’s license and satisfactory driving record as a condition of initial and continued employment. Confined Space Entry Competency Training, and MOT Approved Certification. Must obtain a Class “B” CDL permit within 3 months of hire and Class “B” CDL license within 6 months from date of hire.
