The Purchasing Department of the City of Leesburg is responsible for the procurement of materials, supplies, equipment, and services at the lowest possible cost consistent with the quality needed to provide the very best service to the public.

The primary objectives of the Purchasing Department are to obtain maximum quality, value, and service; and our goal is the promotion of fair dealings that will result in obtaining the maximum value for each dollar of expenditure.

The Purchasing Department develops, advertises and awards all bids and contracts relative to the operation of all City departments, including the following categories:

• Major construction projects including buildings, roads, bridges, and others that involve public health and safety.
• Engineering services
• Architectural services
• Land Surveying services
