Purchasing Policies
Local Business Enterprise Policy
On July 27, 2009 the Leesburg City Commission adopted a new Local Business Enterprise Policy. This policy strikes a balance between supporting local businesses and our local economy while making good use of taxpayer dollars in this effort. A Local Business Enterprise is defined as having their primary place of business or full time sales office located within a 20 mile radius of Leesburg City Hall.
The new policy affords a local business preference for purchases less than $25,000. For purchases over $25,000 a best a final process is used. On Public Works or construction projects, special consideration is given to contractors using 51% or more local sub-contractors and material suppliers.
