Economic Incentives


Leesburg works closely with local and state agencies to leverage economic development incentives for qualified businesses. The City also provides a variety of incentives from impact fee waivers and fast-track permitting to tax abatement.  For more information about these programs, contact City Manager Al Minner at 352-728-9876 ext. 1100.

Leesburg Impact Fee Deferral Program

This existing program allows businesses to defer the sewer and water impact fees over a five year period. The number of jobs created, the wages paid and other program requirements determine eligibility.

Leesburg Opportunity Zone 

The Opportunity Zone Program aims to foster economic development and job creation in economically distressed communities.  It was created by the Federal Tax Cuts and Jobs Act of 2017 to encourage businesses, developers and financial institutions to invest long-term capital in low-income census tract areas. These areas were designated as Qualified Opportunity Zones by the U.S. Department of Treasury in June 2018. Treasury has approved 8,760 Qualified Opportunity Zones, which are in all 50 states, five territories and the District of Columbia.  Click here for more information.

HUB Zone Program Designation 

The program’s benefits for HUBZone - certified companies include: 

  • Competitive and sole source contracting 
  • 10% price evaluation preference in full and open contract competitions, as well as subcontracting opportunities. 
The federal government has a goal of awarding 3% of all dollars for federal prime contracts to HUBZone-certified small business concerns. 

Leesburg Job Growth Programs

In partnership with CareerSource Central Florida, the City offers  numerous services and incentives to businesses.  The targeted industries are:  Manufacturing, Financial & Professional Services, Logistics & Distribution, and Healthcare.  Opportunities for incentives include on-the-job training programs, incumbent worker training and paid internships. 

Leesburg Business Facade, Sign & Landscaping Grant Program

The City provides matching grants for businesses/building owners  within targeted districts that include areas along U.S. Highway 27, U.S. Highway 441, Dixie Avenue, Main Street and South Street to improve building facades, landscaping and exterior signs.
