Grant Eligibility Requirement Section

In junction with Lake County, the City of Leesburg is establishing a CARES Act Recovery Grant designed to provide Leesburg Businesses and Not-For-Profit Agencies granting funding.  The City of Leesburg has been awarded $1,193,750 in emergency relief funds which will be divided into 4 categories aimed at providing economic support to those local businesses that have been negatively impacted by the COVID-19 pandemic.


Category #1 – Lake Square Mall Recovery Grant:  Funds are available as part of the Coronavirus Aid, Relief, and Economic Security (“CARES”) Act federal stimulus package. As a part of that relief, the City is offering emergency financial support through the Leesburg CARES Act Grant Program to the Lake Square Mall in an amount of $500,000 to help them recover from the negative financial consequences resulting from the COVID-19 pandemic.


Category #2 – Central Business District Affected Retail and Entertainment Business Recovery Grant
($250,000 of the $1,193,750).  Funds are available as part of the Coronavirus Aid, Relief, and Economic Security (“CARES”) Act federal stimulus package. As a part of that relief, the City is offering emergency financial support through the Leesburg CARES Act Grant Program to persons who own property in the Central Business District as shown on the map below.  To be eligible for this grant, you must own improved, real property in the Central Business district (shaded below). Property Owners may apply for up to $0.018 per dollar of assessed value (assessed value shall be according to the Lake County Property Appraisers current value).  Grants shall be issued on a first-come, first-serve basis.  Property owners that receive Category #2 funding, shall not be eligible for Category #3 funding.  The City is making available $250,000 for category #2 funding in order to help property owners recover from the negative financial consequences resulting from the COVID-19 pandemic.


Category #3 - City Wide Affected Retail and entertainment Business Recovery Grants:  Funds are available as part of the Coronavirus Aid, Relief, and Economic Security (“CARES”) Act federal stimulus package. As a part of that relief, the City is offering emergency financial support through the Leesburg CARES Act Grant Program to affected citywide business.  This category of grant funding seeks to help Leesburg business recover from the negative financial consequences resulting from the COVID-19 pandemic.  Businesses who receive funding through this grant are not eligible for Category #2.  Category #3 Funding will be awarded based on the number of employees a business employs.

  • For a business with Less than 5 employees – Grant award $5,000; or,
  • For a business with 5 or more employees – Grant award $10,000

The City will allocate $400,000 for Category #3 funding and awards will be issued on a first come first serve basis.


Category #4 – Not-For-Profit Organizations:  Funds are available as part of the Coronavirus Aid, Relief, and Economic Security (“CARES”) Act federal stimulus package. As a part of that relief, the City is offering emergency financial support through the Leesburg CARES Act Grant Program to Not-for-Profit Organizations.  Category 4 will be allocated $43,750 to distribution $14,583 to the following organizations:

  • Leesburg Partnership
  • Leesburg Area Chamber of Commerce
  • Leesburg Community Development Corporation
