City Manager
Al Minner is a Credentialed City Manager as recognized by the International City/County Management Association.
Al graduated from Frostburg State University (Frostburg, MD), where he received a Bachelor of Science Degree in Political Science and History. He received his Master’s Degree in Public Administration from Shippensburg University (Shippensburg, PA).
With 25 years of government experience, Al has served as the Chief Executive Officer in Vandalia, Missouri; Fort Meade, Florida; Sebastian, Florida; and now, Leesburg, Florida. Al’s management experience focuses on utilities, budgeting and capital project management.
